Do universities round top six averages?

If the average percentage for admission is 80-85 and someone had 79.8% (or 79.5), would they be considered? I know they're probably going to be on the last round of admissions as the mark is lower but will they be looked at, at all?
(Waterloo, Toronto or Ryerson preferred)

If it's just an admission average, you can still get in even if it is slightly lower. However, if it is a cut-off (absolute minimum), even if you're a few decimals below, I'm pretty sure that you won't make it.
