When OSAP/any other scholarship/loan/bursary programs asks for your parent's income, do they mean before or after taxes? If it isn't specified.

Before taxes. It will specifically ask you for "the total income earned on line 101" for example so it's easy to figure out. It will also ask for their deductions totals anyways.

Yeah, I think before taxes seems more reasonable (don't quote me on this though!)
