Also if the student was accepted to University A and rejects it, will there be more offers for other students?

Not necessarily, many schools have a certain quota of acceptances they give out each year. Obviously it varies from year to year, but generally they have a certain number based on the number of applications and the number of people who are likely to accept/declien their offers. Once they have reached their quota, it doesn't really matter who accepts/declines, they aren't going to send out anymore offers. The only case where they actually do is if it looks like the number of acceptances won't be enough to match the program enrolment.
