It depends on the holiday, but if it's something like Thanksgiving or Family Day, classes will probably be cancelled.

Do you go to another lecture time to make up for the class then?

Not usually. I've had situations happen where the prof scheduled an extra hour to make up for the hour missed due to a holiday, but that was rare and it really only happened in upper year courses and grad school. What usually happens is the hour is missed and there's no make up class. If the prof expects you to do something differently due to a holiday, they'd announce it in class.

There will be no class that day and if there's a lab/tutorial section that day, they cancel it for everyone that week (so that everyone is on the same page). This really only happens for Thanksgiving, since Family day tends to occur during reading week.

It's a holiday in Alberta, Ontario, Manitoba, Saskatchewan, and Prince Edward Island.
